Cynthia Koehler has the credentials, the knowledge, the perspective,
and the capability not only to be an excellent and environmentally
conscious steward of Marin‚s water supply, but also uniquely
as a board member, to represent Marin and the environmental community
on a broader regional, state and national stage.
We need such representation in the San Francisco Bay region. Not since
the 1970s and early 1980s when Marin-based notables Ted Wellman, Pam
Lloyd and Polly Smith, among others, helped to galvanize the Bay Area
environmental community in support of a water policy reform agenda,
has there been this kind of leadership on water issues emanating from
Marin. Cynthia by herself could reenergize Marin‚s regional leadership
on water issues. This is leadership we need. The Metropolitan Water
District of Southern California and the Westlands Water District have
unfortunately had substantial success in recent years in promoting
their agendas at the expense of the interests of San Francisco Bay
and the Sacramento San Joaquin Delta.
There are no doubt others who could and do serve Marin well on the
Board. There are no others who could do what Cynthia could, and we
need to have Cynthia, do on the larger scale.
